Figure 1 is correct, the wider part of the trapezoid will always be next to a core. As you etch down through the copper, you also loose some width, starting at the outermost edge of the copper.

If you compare ( preferably by doing a real design) all the PCB packages, you will find they all have positive and negative points... Cost of ownership can be determined by getting quotes from the vendors. How a tool performs, depends how well it is used... Personally, myself...

Talk to PCB manufacturers you may use, they are the best to advise on the best options... Don't use Teflon unless you absolutely have to, and there are few designs that need it... It is a horrible material for PCB manufacture and puts the cost up dramatically...

Far easier to export the DXF from the manufacture/artwork, set up the image you want and plot to DXF, job done.
Used Cadstar since day 1 and have never used the export DXF... I have used the import DXF extensively, when I want to create a DXF, as said above I use Manufacture/Artwork, set device...
