What V do you have to drive the LED and how much current you
want to drive it at ?Do you want the green on as well as the red
when over-range, or just one on for each range ?

1) Do you have a R4 in series with LM311 + supply pin ? That should be removed.
2) To get square wave the bias point pf LM311 has to be set to halfway between sine peak
to sine min.

Yes generally. A single ended operation is generally not disabling the differential input,
and if the bounce is substantial both in magnitude and width to the input sampler
you can get errors.
If you are using a micro with a SAR on it one consideration is to turn off all GPIO activity
to help...

Since it states "tolerates" C loads, but gives no limit, I would contact vendor
FAE or tech support for what that means exactly. Datasheet does show Z graphs
with 1 uF load, but thats still nebulus, a ceramic or a electrolytic, no ESR discussion,
blah blah blah.

Use hysteriesis on comparator to get the range window :
The hysteresis will allow the fan to come on and drop T by window width and
then tuirn off and allow T to rise window width before turnimng oin fan.

I had an error in post #45, in way Z probe in sim was used. Below corrected. But I am suspicious
of sim because internal comp pole seems to occur not at 10 Hz but at .1 Hz, two decades earlier.
So I did a plot w/o integrating cap, 100 G ohm fdbk R, and it does show open loop pole at ~10Hz...
V source with a Rsource resistance. If Rsource = .1 ohms then .... red line of voltage out.
Solid line if Rsource 1 ohm, not as "stiff", eg V load drops/changes more with load changes.

That MAY be a current or a voltage rating, but not the capacitance ratings hence
switching performance and power dissipation of the driver driving the MOSFET
